Baiterek Holding has allocated 686.5 billion tenge for business support in 2023. Zhandos Shaikhy, deputy head of the national holding, shared the details.
According to him, 268 large projects in the amount of 686.5 billion tenge received financial support last year. For comparison, in 2022 the amount was 685.1 billion tenge, and the number of projects was 238.
At the same time, the representative of Baiterek recalled that financing is carried out through several subsidiaries.
In particular, long-term loans for the implementation of 13 projects were issued through the Development Bank of Kazakhstan in 2023. Three of them were put into operation, 798 people were employed.
255 transactions worth 313.9 billion tenge were supported through the Industrial Development Fund (IDF). The Fund also financed about 258 projects worth 487.1 billion tenge last year. Of these, 186.9 billion tenge was allocated to the manufacturing industry, 248.8 billion tenge – to transport and warehousing, 28 billion tenge was issued in the form of loans to other financial organizations, 9.9 billion tenge – to agriculture.
Baiterek Holding actively supports small and medium-sized businesses through its subsidiaries and affiliates
Projects supported by the Industrial Development Fund can be cited as successful cases:
- Financial assistance was provided in the Almaty region for the modernization of the corrugated packaging production line for the production of paper and cardboard containers. The total cost amounted to 5.1 billion tenge, of which 3.9 billion tenge was allocated by the Fund.
- In Kostanay, assistance was provided in organizing the production of additional re-equipment for special commercial vehicles. The project is being implemented by Tehnopark KZ. The cost is 3.2 billion tenge, of which the IDF allocated 1.9 billion tenge.
- Another successful case was implemented on the territory of the special economic zone "Ontustik" in Shymkent, where Balabi Textile built a factory for the production of knitted socks. The facility's capacity is 24.84 million pairs of products per year. The total cost is 6.5 billion tenge, of which 3.6 billion tenge has been allocated to the IDF.
Subsidizing SMEs in the regions
According to the information, 12.3 thousand projects were supported for an amount of more than 1 trillion tenge. This indicator amounted to 193% of the plan.
For example, the manufacturer of fermented milk and dairy products in the Zhetysu region "Ustobe sut onimderi" received support from the Damu Fund in 2023 within the framework of the national project for the development of entrepreneurship on subsidizing and guaranteeing instruments.
Another project was implemented in Taraz. In the city, credit funds were needed to complete the construction of the Galam High School. The project used a subsidy tool.
Meanwhile, in Semey, financing was provided to the JQ kids children's entertainment center. The funds were directed to the renovation and purchase of fixed assets for the entertainment center. Thus, thanks to the support of Damu, the interest rate for the entrepreneur was reduced to 8% per annum.
In addition, this year Damu has already supported the individual entrepreneur "Dana-Del" in Taraz, which sews national costumes, school uniforms and special clothes for servicemen.
In 2024, assistance was provided to the Phoenix furniture factory in Pavlodar, which decided to expand its capacity and buy the necessary equipment. In this case, within the framework of the state program, the loan rate was 20.75%. Of these, the entrepreneur pays 8%, the difference is state subsidies.
Another interesting SME case is the manufacturer of a circular irrigation system for agricultural crops. Local individual entrepreneur SPACETIME received subsidization and guarantees from Damu.
Guarantees for business
Summing up the results of 2023, the expert said that in total, 8.2 thousand projects received guarantees for the amount of 363.2 billion tenge, which is 93% of the plan.
"The main reasons that affected the planned indicators are associated with an increase in the average check per borrower (increased by 40%) and a shortage of budget funds due to high demand (about 40 billion tenge)," Shaikhy explained.
In addition, 2.7 thousand Kazakhstanis provided preferential loans for 164.2 billion tenge, which is 86% of the plan. At the same time, seven projects worth more than 20 billion tenge have been financed through Qazaqstan Investment Corporation.
