Construction of a modern waste processing plant has begun in Pavlodar with financial support from Industrial Development Fund JSC and Zhasyl Damu JSC

17.02.2026

Construction of a new, modern waste processing plant has begun in the city of Pavlodar with financial support from Industrial Development Fund JSC and Zhasyl Damu JSC. In the implementation of this environmental project, the construction of a production facility and the purchase of high-tech equipment meeting international standards in this field were supported at a preferential rate of 3% per annum for a term of 12 years.

The activities of the waste processing complex of Sorting Center LLP will be aimed at processing municipal solid waste (MSW), with the extraction of valuable secondary resources such as paper, plastic, glass, and metals accounting for up to 30% of the total volume of incoming waste. Thus, one third of all originally disposed materials will be suitable for further use in industrial purposes.

The capacity of the facility, which is scheduled to be commissioned this year, will enable the processing of up to 150,000 tons of municipal solid waste annually. As a result, the new waste processing plant will become a key element of the environmental infrastructure of the Pavlodar region.

The newly constructed complex will process such waste as waste paper, cardboard, plastic and polymer products, broken glass, scrap metal, substandard construction materials, and other recyclable materials.

The commissioning of the waste processing facility is expected to make a significant contribution to reducing environmental impact and emissions through an organized technological chain for sorting, processing, storage, and the sale of recyclable materials for reuse in production.

The environmental effect of operating this complex will be expressed in a significant reduction of landfilled waste, which will substantially reduce the burden on existing landfills, decrease the need for allocating new land plots for waste disposal, and also lead to a reduction in greenhouse gas emissions (CO₂).

Thanks to the opening of the MSW processing enterprise with financial support from Industrial Development Fund JSC, more than 100 new jobs will be created and the environmental safety of the region will be enhanced.

Let us recall that since 2024, within the framework of the Concept for the Transition of the Republic of Kazakhstan to a "Green Economy," Industrial Development Fund JSC, together with the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and Zhasyl Damu JSC, has been implementing a program to support enterprises engaged in the sorting, processing, and disposal of municipal solid waste, aimed at strengthening the environmental balance.

During the period of this program, the Fund supported the creation and comprehensive modernization of 25 waste processing enterprises across the country, whose activities are aimed at preserving the environmental balance.

It should be noted that the environmental ESG agenda is one of the fundamental priorities of Industrial Development Fund JSC, which pays particular attention to supporting "green" investment projects.

Let us recall that in 2025, the international rating agency Sustainable Fitch raised the aggregate score of the Industrial Development Fund from 63 to 66 points and confirmed the ESG rating at level "2." This is one of the highest ratings assigned to structures of the country's financial sector. As is known, the ESG agenda covers, first and foremost, environmental and social factors.
