Industrial Development Fund Management Visits Supported Enterprises in Karaganda Region

On October 22, 2025, the management of Industrial Development Fund JSC, including Head of the Administration Nurken Zhunussov, Managing Directors Galymzhan Adi, Ruslan Alshinbayev, and Berik Sakhipov, as well as heads of all structural divisions of the financial institution, made a working trip to the cities of Saran and Temirtau in the Karaganda region, where they visited several enterprises supported by the Fund.


The first facility visited was the metal pipe manufacturing plant of TEMPO Kazakhstan LLP, currently under construction in Saran. The enterprise is a potential borrower of the Industrial Development Fund and plans to apply for working capital financing for the purchase of raw materials.


The plant is scheduled to be commissioned in 2026, with an annual production capacity of 372,000 tons of finished products and the creation of 547 new jobs.


The delegation then visited TengriTyres LLP, a tire manufacturing plant commissioned in July 2024. With the Fund’s financial support, the enterprise acquired state-of-the-art equipment that meets international quality standards.


The plant’s annual capacity is 3.5 million tires for various types of vehicles. The production process, which Fund representatives reviewed on-site, is highly automated. Currently, the plant employs 1,160 people.




The next site was the construction area of Saran Machinery LLP, a plant that will produce special-purpose vehicles under the Howo brand. Within this investment project, the Fund financed capital construction and the acquisition of essential equipment. The plant’s commissioning is scheduled for 2026, with a projected capacity of 10,000 units of machinery per year and the creation of 800 new jobs.

The next site visited was QazTehna LLP, a plant producing Yutong buses and construction equipment, commissioned in 2021 with the financial support of Industrial Development Fund JSC.



As part of this project, the Fund financed the purchase of modern, automated machinery that meets global standards in the automotive industry. The plant’s production capacity reaches up to 3,000 units of buses and construction machinery annually, employing around 700 people.


The Fund’s representatives also visited the newly launched Samsung plant, which produces high-definition televisions and washing machines.


The facility, commissioned in August 2025, was developed with the Fund’s comprehensive financial support for capital construction and the acquisition of high-tech equipment meeting Samsung’s international quality standards.


The new plant marks an important milestone in Kazakhstan–Korea industrial cooperation, opening new opportunities for the localization of advanced manufacturing in Kazakhstan. The designed production capacity is 1.1 million household appliances per year.


Samsung washing machines produced at the plant feature innovative functions and are integrated into the SmartThings ecosystem, enabling users to control devices remotely and receive personalized recommendations for optimized washing cycles.


The plant also produces Crystal UHD 4K, FHD, and HD Smart TVs, distinguished by vivid image quality, access to streaming services, and compatibility with smart home systems. The launch of QLED TV production is planned for the near future.


Once Silk Road Electronics reaches full operational capacity, the number of employees is expected to increase to 1,100.


It is noteworthy that in 2025, Saran city was officially removed from the list of single-industry towns due to successful diversification efforts. Today, it is a diversified industrial hub, and the Fund has played a significant role in this positive transformation.


The final destination of the working trip was the Qarmet metallurgical plant, established in 1944. Currently, it is the largest steelmaking enterprise in Kazakhstan, employing more than 35,000 people and exporting its products to over 40 countries worldwide.


In 2024, the plant acquired advanced steel production equipment through the financial instruments of Industrial Development Fund JSC. This year, the Fund has continued to provide financing for the purchase of essential machinery and production mechanisms.
