On November 21, 2025, the management of Industrial Development Fund JSC, represented by Head of the Office Nurken Zhunusov, Managing Directors Galymzhan Adi and Timur Tulebekov, and heads of all structural divisions of the financial institution, conducted a working visit to the city of Ekibastuz, Pavlodar region, where they visited enterprises supported by the Fund.

The first facility visited was the wheel manufacturing plant for the railway industry, Prommashkomplekt LLP, commissioned in June 2022. With the financial support of the Fund, this enterprise significantly increased its working capital and acquired new, high-tech equipment meeting international standards. As a result, the domestic manufacturer substantially increased its capacity to 300,000 railway wheels per year, while 912 jobs were preserved and newly created. It should be noted that the finished product manufacturing process, which the Fund representatives studied in detail, is highly automated.

Thus, with the financial support of Industrial Development Fund JSC, a significant contribution has been made to the technical re-equipment of the domestic enterprise for the production of railway products and to increasing the localization of Kazakh components for the railway industry.

Next, the group of Fund representatives familiarized themselves with the construction progress of a plant for the production of wheel tyres, stamped products weighing 300-1700 kg, and rough locomotive and wagon axles for railways.

In this investment project, the Fund supported the acquisition of modern, advanced automated equipment meeting international standards in the railway industry. The commissioning of Railcast Systems LLP is scheduled for the end of September 2026, with an annual production capacity of 88,000 wheel tyres, 36,900 forgings, and 36,000 axles.

The opening of the new enterprise with the Fund’s financial support is expected to create up to 535 new jobs. It should be noted that this enterprise is another link in the technological chain for the production of finished railway products.

The Fund representatives also visited enterprises such as R.W.S. Whelset LLP, R.W.S. Concrete LLP, and R.W.S. BILDING LLP, which systematically increase the level of localization and are involved in the production of components for the railway industry. Together, in accordance with technological stages, these factories supply finished products for the domestic railway and also export to neighboring countries.

It should be noted that in April of this year, in Ekibastuz, with the financial support of Industrial Development Fund JSC, a ceremonial launch of the new production facility Railways Systems KZ LLP took place, aimed at providing the country’s railway industry with the necessary components. In this investment project, the Fund financed the acquisition of new, high-tech equipment.

The enterprise represents a forging and wheel-tyre complex-a unique production in Kazakhstan aimed at supplying the entire railway industry of the country with its own rough wheel tyres for locomotives, gear wheel blanks, rough locomotive and wagon axles, and wheel-rolling centers. In May 2025, mechanical processing of railway wheels began at the enterprise; axle production will be set up in December, and the production of wheel tyres and forged products will start in September 2026.The total production capacity of the enterprise is 160,900 units per year, which will meet international standards in this industry and reduce the country’s import dependence.

It should be noted that Railways Systems KZ LLP includes enterprises specializing in the production of rolling stock and track superstructure components.

With the opening of new production facilities, the company will become the first full-cycle engineering holding in Kazakhstan’s railway industry: from steel production to finished products-including freight and passenger cars, fully-rolled wheels and wheelsets, turnouts, and castings.

The commissioning of the three Railways Systems KZ LLP enterprises will lead to the creation of over 2,000 jobs, increased tax revenues to the budget, and strengthened industrial potential of the country.

It should be noted that in October of this year, in Berlin, Germany, Railways Systems KZ LLP signed two Memoranda of Cooperation with the international engineering and consulting company Deutsche Bahn Engineering & Consulting, specializing in the design, planning, and implementation of infrastructure and logistics projects. The documents are aimed at developing partnerships, exchanging engineering experience, and implementing joint projects to enhance the competitiveness of Kazakh products.

Another location visited by the Fund representatives was Kazakhstan Wagon-Building Company LLP, revived with the financial support of the Fund. This enterprise received a practically new lease of life with the direct assistance of the Fund. In 2025, at the request of Industrial Development Fund JSC, Kazakhstan Wagon-Building Company LLP, in consortium with SMP Group LLP, manufactured and delivered 3,000 gondola cars, which allowed the enterprise to increase production capacity from 100 to 240 gondola cars per month and create about 800 new jobs. The finished products produced by Kazakhstan Wagon-Building Company LLP are purchased by domestic railway carriers. Since its foundation, the enterprise has produced over 9,000 gondola cars.

Thus, thanks to the support of Industrial Development Fund JSC, a comprehensive railway cluster has been effectively created in Ekibastuz for the production of wagons, railway wheels, small and medium castings, as well as railway track components. By systematically and steadily developing in this direction, the city of Ekibastuz is confidently moving towards its goal of exiting the category of single-industry towns.
