On May 28, 2025, the 1st Kazakhstan Conference titled “KAZLEASING-2025: Prospects for the Development of Leasing in Kazakhstan as a Source of Financing for Industry and Entrepreneurship” was held in Astana. The event brought together heads of relevant government agencies, development financial institutions, major industrial enterprises, domestic manufacturers, representatives of the banking sector, the business community, as well as leading financial analysts and experts.
One of the keynote speakers of the conference was Deputy Chairwoman of the Management Board of the Industrial Development Fund JSC, Zhanar Ibrasheva. She provided participants with insights into the Fund’s work aimed at the comprehensive development of the country’s industrial and infrastructure clusters, along with the financial mechanisms and programs it offers.
Zhanar Ibrasheva emphasized that leasing-based investment financing serves as a vital tool for supporting the industrial and infrastructure sectors of Kazakhstan.
– Over the past 5 years, the Industrial Development Fund has attracted approximately 2 trillion tenge in investments to Kazakhstan’s economy. The Fund’s assets have reached 2.4 trillion tenge, and the volume of its leasing and loan portfolios exceeds 2 trillion tenge. Last year, with the support of the Fund, 24 major projects in the manufacturing sector—including machinery building, the food industry, construction materials, household appliances, and other areas—were launched across the regions of the country. This year, the Fund plans to continue financing real sector projects, – noted Zhanar Ibrasheva, Deputy Chairwoman of the Management Board of the Industrial Development Fund.
Participants of the discussion platform noted that the leasing services market in Kazakhstan is developing at a dynamic pace. Leasing is becoming one of the key financial instruments driving industrial growth and fostering domestic entrepreneurship.
Within the framework of the conference, a Memorandum on the establishment of the National Leasing Association of Kazakhstan was signed. The new professional association includes major industry organizations, including the Industrial Development Fund JSC. This initiative aims to give new momentum to the leasing industry and further accelerate its role as a catalyst for industrial and business growth in the country.
During the event, the Chairwoman of the Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan, Madina Abylkassymova, acknowledged the Industrial Development Fund as one of the leaders in the sector. She presented an Honorary Certificate to Zhanar Ibrasheva for her active contribution to the development of the financial sector and her personal impact on the country’s economy..
The conference also included B2B meetings between potential borrowers and representatives of the Industrial Development Fund, offering attendees in-depth consultations on leasing conditions and financial products..
Additionally, preliminary negotiations were held between the Fund’s representatives and several domestic manufacturers, discussing potential partnerships aimed at expanding production capacity within local enterprises.
